Review Checklist

Architecture Review:
[ ] Can you explain the mTLS flow from cert generation to identity extraction?
[ ] Can you explain why TIME_WAIT is normal and CLOSE_WAIT is a bug?
[ ] Can you describe the circuit breaker state machine?
[ ] Can you explain the difference between L4 and L7 load balancing?

Code Audit:
[ ] go test -race ./... passes on all Phase 2 projects
[ ] All connections have defer conn.Close()
[ ] All tickers have defer ticker.Stop()
[ ] Context propagated through all goroutine-spawning code
[ ] No unbounded goroutine spawning (max connections enforced)

Metrics:
[ ] Every component emits expvar metrics
[ ] /stats endpoint shows backend health
[ ] Latency percentiles computed from ring buffer

What Would Break at 10x Traffic?
[ ] Connection pool exhaustion (increase maxPerAddr)
[ ] DNS cache thrash (increase TTL)
[ ] Circuit breaker sensitivity (tune thresholds)
[ ] TLS handshake CPU (consider session tickets)
